Historical Significance. According to the Cincinnati Preservation Society, in 1884 the second floor of this building was used as the meeting room for the Ancient Order of Hibernians, while the first floor was occupied by the Henry C. Deters saloon. In 1885 the saloon became known as “The Richelieu Café and Sample Room” and the second floor became “Richelieu Hall”. Richelieu Hall continued to be utilized by the Hibernians and other Irish societies as well as rented for balls, assemblies, lectures, and political meetings for many years.
